I remember there were 4 test subjects codenamed the Four Horsemen, imprisoned by J-Lab in the Storm Area. They have extremely powerful weapons and armor. While you're in the Storm Area, check where they are. They should be in the northwest, northeast, southeast, and southwest corners. We can get some powerful equipment from them.
